Program names, authorities, reporting channels, and definitions change over time, so articles should identify the period and mandate rather than imply one continuous investigation.
Evaluate the mandate
Ask what the organization was authorized to collect, whether it could compel information, which cases it could access, what classification limits applied, and whether its public conclusion addressed every claim attributed to it.
